This information was prepared by Engineering Surveys & Services of Columbia for the 21 members of a committee reviewing land offers for a third comprehensive high school in the Columbia Public Schools.
Site location
Located along the west side of Olivet Church Road, the property has a stem connecting to Olivet Church Road with the remainder of the property sitting approximately a quarter of a mile west of Olivet Church Road. The property is approximately three quarters of a mile north of the intersection of Olivet Church Road and State Route WW.
Size and shape of property
Square in shape with a stem of property accessing Olivet Church Road. Overall property including stem encompasses approximately 63 acres.
Sewer
No sewer on site. New BCRSD line (15 to 18 inches) connecting to city will be constructed by fall 2008. This line will run through the center of the property.
Water
PWSD #9; 8-inch PVC on west side of Olivet Church Road. 1500 gallons per minute available for fire suppression.
Telephone
Site has service via a cable line on the west side of Olivet Church Road. Nearest fiber optic is at the Old Hawthorne subdivision. Fiber optic will have to be extended east along WW, then north along Olivet Church Road to site.
Cable TV
No service currently at site. Nearest cable and FO service is at Old Hawthorne Subdivision along WW to southwest. Will have to extend east along WW then north along Olivet Church Road to site. Lines have capacity.
Gas

An 8 -inch line was recently extended along WW to Old Hawthorne Subdivision to south. Line would have to be extended east along WW then north along Olivet Church Road to site.
Electric
Boone Electric; A 7620 volt, one phase line on the west side of Olivet Church Road. If necessary, 3 phase line can be extended south, one half mile from Richland Road. Available electric is sufficient to serve the site.
Storm sewer
Property is currently undeveloped. Therefore no storm sewers exist on site.
Storm water management
Property is currently in the county and whether or not the property is annexed or pre-annexed into the city, it is likely that storm water detention will be required.
Site topography
Topography is fairly steep in the center portion of the site approaching the South Fork of Grindstone Creek which runs through the middle of the property. Slopes on the majority of the property are from 7 percent to 15 percent. The amount of buildable area on this site will be challenged by the diverse and steep topography.
Subsurface conditions
Due to the diverse topography on the property and the presence of the South Fork of Grindstone Creek which traverses through the center of the property, we feel, based on our experience with geologic conditions in Boone County, that there is a good possibility that rock will be encountered on this property. Expansive clays are also common in Boone County and will likely be a consideration. A geotechnical investigation should be performed to classify the soil materials and confirm the presence or absence of rock as a construction consideration.
Sinkholes
No known sinkholes in the area. Recommend geotechnical investigation to confirm.
Wetlands
Status of wetlands on this property is unknown at this time. Recommend Phase 1 Enviromental Assessment to confirm.
Environmental impairments
No known environmental impairments. Recommend doing a Phase 1 environmental site assessment.
Cultural resources
No known cultural resources on property. Recommend doing a Phase 1 environmental site assessment.
Floodplain
Floodplain is not present on the buildable areas of the property.
Jurisdictional streams (under the jurisdiction of the Army Corps of Engineers or the city of Columbia)
The South Fork of Grindstone Creek is a “blue line” stream and is therefore a jurisdictional stream. The creek will also be classified as a Type 1 stream under the current city of Columbia stream buffer ordinance.
City stream buffer requirements
The South Fork of Grindstone Creek will be classified as a Type 1 stream by the city of Columbia stream buffer ordinance and a buffer of 100 feet on each side of the stream will be required.
Climax forest (Hard Wood Forest Such As Oak, Hickory & Walnut Trees)
Due to the highly vegetated area along the South Fork of Grindstone Creek, there is a good possibility that climax forest will be present on this property. If present, site development will be required to maintain a minimum of 25 percent of the climax forest.
Annexation needed
Property is currently in Boone County, outside the city limits of the city of Columbia. If city services are pursued, property will need to be either annexed or pre-annexed into the city of Columbia.
Accessibility
Accessible from Olivet Church Road, a Boone County paved two lane, unimproved roadway which is designated by Columbia Area Transportation Study Organization (February 2007) as a major collector street.
Off-site improvements needed
Sanitary sewer, cable TV, gas, and electric. Roadway improvements will be necessary as the site develops to its full potential and surrounding area develops.

Compatibility of adjacent properties
Undeveloped on all four sides of the property. Subject property is zoned County A-R (agricultural-residential) on the north side of the creek and County A-1 (agricultural) on the south side of the creek. Property to the north is zoned County A-R and property to the south is zoned County A-1. Property to the east is zoned County A-1 and property to the west is zoned City R-1 (single family residential.)
